The spokesperson for the Iraqi government, Haidar Al-Aboudi, confirmed today, Saturday, that the directive from Prime Minister Ali Faleh Al-Zaydi includes the stabilization of over 500,000 contract workers and employees in state institutions within the 2027 budget. He noted that 120,000 new job positions will be allocated on a contractual basis, distributed among security agencies, ministries, and governorates, emphasizing that applications will be via an electronic platform that ensures transparency and fair distribution. Al-Aboudi said in a press interview that he reviewed with the "Video News Agency" that "the Prime Minister directed the Deputy Prime Minister for Economic Affairs and the Minister of Finance to include 120,000 job positions on a contract basis, in addition to stabilizing workers and contracts, in the 2027 budget." He added that "this step aims to provide job opportunities for youth and empower them, according to population growth indicators and the needs of various segments, and to ensure that the 2027 budget accommodates the largest percentage of youth aspirations and ambitions, especially as the population growth in Iraq is continuously rising, nearing 50 million." He explained that "these factors, along with the need for state institutions to attract various segments and specializations in multiple work formats, have driven the adoption of this approach, which has received the support of the parliamentary finance committee, and comes as part of the ongoing preparations to complete the state's budget for 2027." He pointed out that "the 2027 budget is being discussed today in a meeting of the State Administration Coalition, with a special session scheduled later in the Council of Ministers to discuss its details and finalize all its requirements, preparing for its submission to the Parliament for discussion and voting, and then its entry into force according to legal and constitutional procedures." He noted that "the 2027 budget differs from previous budgets in its nature, being described as a program budget, and requires the integration of efforts between the relevant authorities to complete its procedures." Regarding the number of those included in the stabilization, Al-Aboudi confirmed that "the numbers are not small and extend to previous years, as the Ministry of Finance has counted the number of contracts and workers in various state institutions and estimated the financial costs associated with stabilizing them, with their total exceeding 500,000 people." He continued that "the Prime Minister directed the stabilization of all contracts and employees and the absorption of these numbers within the 2027 budget, in addition to allocating 120,000 new job positions on a contract basis, with 50,000 positions for security agencies and 70,000 positions distributed among the ministries of state and Iraqi governorates." He affirmed that "the stabilization directive includes all contracts and employees in Iraqi state institutions, including those covered from previous years, after completing auditing procedures and calculating the necessary financial costs." He indicated that "this approach comes in light of the increasing population growth and the need of state ministries and institutions to attract new numbers of workers in various specializations, according to the approved contract formats." Regarding the application process for the new job positions, Al-Aboudi clarified that "applications will start at the scheduled time after completing the discussion of the state budget and approving it through its constitutional and legal phases, and issuing the instructions specific to its implementation." He added that "the Prime Minister directed the adoption of an electronic platform to organize the application and registration process for job positions, ensuring transparency and achieving fairness in distributing opportunities among applicants." He confirmed that "the opening of the application and registration will be soon, after completing the procedures related to the budget and issuing the instructions that regulate this file."
