The head of the Executive Body of the Media and Communications Authority, Bilaq Abu Kallal, clarified the nature of the overlap of powers and the organization of tasks with the Ministry of Communications, affirming that the authority is the only entity in the sector operating under an effective law, which is Law No. 65 amended by Order No. 100, while the ministry's law has not yet been approved.

Abu Kallal stated in a dialogue session within the Internet Governance Forum - Iraq 2026, which was followed by the News Video Agency, that the powers of the Ministry of Communications stem from Federal Court decisions and custom, noting that the main role of the ministry is summarized in infrastructure and optical fiber and internet providers and access gateways, where it has been customary that what is underground belongs to the ministry and what is above ground belongs to the authority.

He added that the decision to block belongs to the authority or the judiciary, and the ministry implements it because it owns the gateways, and the court's decision is binding on both parties, explaining that there is significant cooperation with the Ministry of Communications and a belief in the custom and the decisions of the Federal Court and proceeding with them.
