The head of the Executive Body of the Communications and Media Commission, Balaa Abu Kallal, confirmed today, Tuesday, that Iraq is working on preparing the national framework for data governance, aimed at organizing the responsibilities of government institutions and enhancing digital integration and information exchange among them.
Abu Kallal stated, in comments followed by the Video News Agency, that "the national framework for data governance aims to establish a general framework to organize data management processes and define the responsibilities and roles of the involved institutions, in the absence of a body that has taken on the task of organizing this file comprehensively until now."
He added that "the completion of the document will represent an important step toward unifying government efforts and preventing institutions from operating separately, as well as ensuring the integration of technical projects and the exchange of information among the different entities," pointing out the availability of technical expertise and the existence of understanding and harmony among the involved institutions, including the Communications and Media Commission, the Ministry of Communications, the Advisory Board, and the Ministry of Digital Economy and Governance.
For his part, the head of the Advisory Board in the Prime Minister's Office, Youssef Khalaf Youssef, confirmed that digital transformation is one of the most important tools for governmental reform and economic empowerment, noting the imminent launch of the national framework document for data governance in Iraq.
Youssef explained, during the Internet Governance Forum – Iraq 2026, that the document will lay out a roadmap for organizing data exchange between government institutions, enhancing digital sovereignty, and protecting citizens' rights and the confidentiality of their information and privacy.
He pointed out that the Higher Committee for Digital Transformation, headed by the Prime Minister, is working on preparing a comprehensive strategy for digital transformation in Iraq over the coming years, noting that the draft of the document is nearing completion after receiving feedback from the involved institutions, in preparation for its imminent launch.
